Meeting called to order by
President Bruce Arter at 7:05 PM.

Secretary's Report was
unavailable due to flood damage.
-
The Treasurer's Report was read
by Bruce Molineaux and accepted as read. Balance in the account is
$2,467.10.
Old Business
New Business
-
Bruce Arter reported the
resignation of Secretary Jeff Megna for personal reasons. Russ
Eftink was appointed to this position to serve the remainder of
current term that expires in March of 2008.

Jerry Nitz spoke to the
membership regarding the importance of officials checking the
AssignByWeb system regularly for game assignments and changes. He
reported that the Red Arrow Conference and Lakeland Conference will
continue to use the Athletic Assignors group to assign the officials
for middle school girls' basketball games, and that this scheduling
will begin in September. Jerry also stressed the importance of
attendance at rules meetings and training clinics. He reminded all
officials that the training session for area basketball officials
will be held at St. Joseph High School on November 24.

New members accepted into the FOA were:
Remie Ramirez and Francis Brown.

Ken Fields reported to the membership key
points of a recent Michigan High School Athletic Association
meeting, including:
-
The "Officials for Kids" program, which
encourages officials to donate game fees to toward the goal of
building a dedicated pediatric emergency room and waiting room at
Sparrow Hospital in Lansing.

MHSAA patches for 2008-09 would become
permanent, rather than changing each school year.
-
Out of state officials who meet requirements
will now be eligible for MHSAA tournament assignments.
-
The MHSAA is considering the practice of
having registered officials rate member schools.
-
The MHSAA plans to begin an Officials Observer
Program in 2008
-
The MHSAA is considering using electronic
means of distributing tournament assignments rather than standard
mail-in forms.
-
The MHSAA is developing a new Officials Rating
System.
-
President Bruce Arter presented a proposal
for changes to update the FOA Constitution and By-Laws. The
following changes were proposed:
-
Article II: To change the "purpose"
statement to match what is currently on the FOA website.
-
Article IV: To change the start of the FOA
fiscal year from June 1 to April 1.
-
Article V: To delete the following
sections -- IB (all sections) and IIE. (These sections deal with
an assigning coordinator, an function that is no longer a part
of the FOA.)
-
Article V, Section IIF: To eliminate
"coordinator" and change to "sports trainers."
-
Article V, Section IIF: To add volleyball,
softball and wrestling to the list of sport specific meetings.
-
Article V, Section III: To have the FOA
Board of Directors automatically serve as the Student/Athlete
Sportsmanship Committee.

Article VI: To change the election of
officers from an annual to a bi-annual practice.
-
Article VI, Section IID: To change the
date that officers take office to April 1, to coincide with the
new start of the fiscal year.
A motion was made and seconded to approve these changes, and the
motion was approved unanimously.

President Bruce Arter proposed a
compensation plan for members attending MHSAA sponsored
meetings:
-
$35 per vehicle for gas.
-
Lodging to be reimbursed at the MHSAA
recommended hotel rate.
-
Receipts will be required for submitted
expenses.
A motion was made and seconded to approve this compensation
plan, and the motion was approved unanimously.

Member Howard Jackson was acknowledged for
his 2007 MHSAA State Final Baseball Assignment.
-
Baseball Coordinator Terry Myers advised
the membership that the baseball clinic has been rescheduled to
November 5 to avoid a conflict with the next FOA general
meeting. Members were also advised to check the website for
future baseball clinics and rules meetings.
